34 NORTH BADDESLEY COUNCIL July The Clerk had amalgamated HALC’s new model Standing Orders with the Parish Council’s own original 1993 version. The finer points were discussed and agreed and the Model Standing Orders were formally adopted by the Parish Council. The Young Offenders Team were booked to commence works at Tanners Brook and on Heath Road/Bracken Road land on 27th and 28th July. A skip has been ordered. Marianne Piggin and Jo Dixon of TVBC have agreed to come to Village Day and give out information to the public on the Parish Plan. It was agreed that all Councillors will take a turn on manning the stand and the Clerk will also be on hand. Councillor Warnes has drafted some information he thinks might be useful for the stand. Councillor S Cosier feels that the main aim of the Plan should be to safeguard and improve on what we have. Councillor Knight reported that Youth in Romsey now have funding to carry on with their Youth Club. Volunteers are desperately needed for our own Youth Club. Councillor Madden agreed to produce some posters for Village Day. NALC’s Model Financial Regulations were studied and discussed by all members present. The Model Financial Regulations were then formally adopted by the Parish Council. Councillor Thompson confirmed that trees in Hoe Lane and along Rownhams Lane need pruning. Foliage is also overhanging the cycleway going over Scragg Hill and hitting cyclists in the face. The Clerk will report to HCC Highways. Councillor Knight has met with Mike Dear who is promoting youth grants. Councillor Knight has given an indication of what the North Baddesley Youth Club are looking for and a plan is being drawn up which will hopefully be available for Village Day. September Councillor Knight welcomed PCSO Stuart McClosky to the meeting. Stuart gave a brief update on crime in the village. There has been a lot of push-bike thefts and another coding event is being planned. Fleming Avenue precinct is the top priority area for Romsey Police concerning anti-social behaviour in North Baddesley. Youngsters have been throwing fruit from the trees at the shops and lots of phone calls are being received by Romsey Police concerning this area. One of the shopkeepers has recorded CCTV footage which has proved useful. PCSO McClosky stressed that members of the public should be vigilant about theft and ensure that their belongings are secure. Wooded areas in the village, especially the Bracken Road/Heath Road land area, are being used as dumping grounds for items which are routinely being stolen, damaged and abandoned. Hampshire Constabulary and Romsey Police have now set up their own Twitter site and can also be viewed on Facebook. TVBC Arboriculturist has requested that a tree be planted on the Recreation Ground, with adequate protection, to replace the oak tree which was removed. Concern has been expressed over vandalism and it has been agreed to defer the planting for the present time.
